Liberty County’s hardened EMS facility moved from bid to construction
Liberty County put a hardened EMS and emergency-operations facility in Bristol out to bid in early 2025. The 5,000-square-foot design brings dispatch and radio operations together with meeting, sleeping and living spaces, a vehicle bay, storage and a washdown area for the response fleet. A funding notice listed $1.82 million in disaster-recovery funds, $1.1 million in state money and $25,000 locally.
The county later signed Culpepper Construction for the job. A July 2026 county agenda listed a proposed fourth change order for $1,302.02 in extra concrete and dowel work; the procurement record still marked it pending. With the permanent washdown and plumbing systems part of the facility scope, a portable restroom trailer could keep construction crews supplied while that work is underway. The original bid allowed 456 days from the start date to substantial completion.

Bristol selected Freeman Road sewer work for a storm-recovery funding application
Bristol selected a $787,500 Freeman Road sewer project for a Rebuild Florida Infrastructure Repair Program application tied to the 2023 and 2024 storms. The city’s notice, published by Liberty County, opened a public-comment period from Sept. 12 to Sept. 22, 2025, and listed Bristol’s cost share as zero.
The proposal would replace a pump-dependent low-pressure sewer arrangement with a gravity-based system. The city said the change could reduce service interruptions during storm-related power outages and lower maintenance needs. The comment period was part of the application process; the notice did not announce either a grant award or a construction start.

The grant announcement did not set a construction start date. The funding came through Florida’s Small Cities Community Development Block Grant program and links a new water source with distribution lines and fire protection improvements, addressing separate parts of the town’s potable-water system.

Bristol sought bids to replace the Clay Street waterline
Bristol’s invitation to bid sought a contractor to replace the two-inch waterline along Clay Street with six-inch PVC. The notice set a Jan. 30, 2025, bid deadline and asked for electronic submissions through DemandStar; the contract was to go to the lowest responsive bidder.
The bid documents set a 90-day completion period beginning when the city issues a notice to proceed, so the actual work window depended on when the contract was awarded and started. With the line running along one street, construction access and traffic control would have to be coordinated around the homes and driveways beside the work.
