Anna Maria pursued funding to study stormwater pumps and pipes

Anna Maria officials were considering a longer-term answer to recurring street flooding in September 2024: a study to identify where underground pumps and pipes could move stormwater more quickly during heavy rain and high tides. Mayor Dan Murphy discussed a coastal-resilience grant application with commissioners; he did not disclose the amount requested or the study cost.

North Shore Drive and several other low-lying locations were described as flood-prone. The mayor also warned that pumps and buried pipes would require ongoing maintenance in a saltwater environment. The proposal was still about studying locations, not starting construction.

Anna Maria mapped Pine Avenue and neighborhood street upgrades

At the start of 2023, Anna Maria officials were looking to move Pine Avenue improvements forward after what one commissioner called a lack of progress the prior year. The first phase was planned to add meandering pervious-paver sidewalks, improve crossings and street lighting, and make the commercial corridor easier to navigate.

The second phase, including possible bicycle lanes, was still conceptual, and commissioners had already dropped an earlier roundabout proposal. The 2023 budget named several streets for stormwater work and paving, including nearly $1.76 million for drainage and about $799,000 for resurfacing.

Debby flooding sent pumps and sandbags across Anna Maria

Flooding, rather than wind damage, was Anna Maria’s main problem after Tropical Storm Debby in August 2024. The AMI Sun reported that the city received roughly a foot of rain over two days and that most streets reached flood stage. Five three-inch pumps and three smaller pumps were used to move water.

The city also distributed about 1,200 sandbags from Bayfront Park. At an Aug. 8 commission update, Mayor Dan Murphy said most recovery work had been completed, though pockets of standing water and street sweeping remained.

Manatee County approves $270,250 for Anna Maria drainage work

The Gulf Drive and Archer Way drainage project moved from application to award in October. On October 7, Manatee County commissioners approved $270,250 for Anna Maria’s stormwater work through the Lasting Manatee recovery program. The city’s application describes hurricane-damaged catch basins, larger reinforced-concrete pipes and basins, and repairs to the Wastop valve at the outfall.

Anna Maria estimated the full project at $350,000 to $393,858. County approval is a funding step, not permission to start construction: the county says environmental review, cost-reasonableness checks and required agreements still have to be completed.

Anna Maria doubled its stormwater fee as hurricane repairs mounted

Anna Maria’s stormwater fee doubled from $2 to $4 per 100 square feet after commissioners voted for the increase on Aug. 28, 2025. Mayor Mark Short said the city had identified more than $15 million in stormwater-related repairs, much of it tied to damage from the 2024 hurricanes.

The money was meant to help tackle immediate drainage problems, including swales and 19 WaStop valves that the mayor said were broken or needed repair. The higher rate was a funding step, not a claim that the repairs had already been completed.

Two contractors bid to remove the damaged City Pier walkway

Ten contractors attended an April 23, 2025, walkthrough for the damaged Anna Maria City Pier walkway. When the city opened proposals May 16, only two had arrived on time: one from Washington-based Ballard Marine Construction and another from Michigan-based Quality Marine Construction.

Quality’s price was $239,500. Ballard’s was $2,197,658.15, almost ten times higher, The Islander reported. Two later submissions, from Tangerine Group and Underwater Engineering Services, were rejected for missing the deadline. The job concerned what remained of the walkway Hurricane Milton destroyed the previous fall. Removing it was a step toward reconstruction with superior materials, rather than the reconstruction contract itself. Commissioners were scheduled to discuss the bids May 22.

A project in Anna Maria starts with the same practical questions: which functions need to remain available, how the trailer can reach its placement, and how utilities will connect.

  1. Describe the site and its users

Share the location, expected occupancy, peak-use periods, and project dates.

  2. Review the restroom configuration

Discuss portable restroom trailers or shower/restroom combination trailers as the main product, plus separate shower, laundry, or sleeper facilities if needed.

  3. Check site access and connections

Confirm the delivery route, placement, accessible approach, water, wastewater, and service access.

  4. Confirm the rental plan

Review equipment availability, rental terms, delivery, setup, and servicing arrangements.

  5. Coordinate use and return

Agree on cleaning, restocking, service visits, and the return schedule before delivery.

Anna Maria completed flood-hardening work at City Hall

Anna Maria moved City Hall flood protection from proposal to finished work in 2025 and early 2026. The city first sought bids for flood barriers, storm doors and windows, then authorized an agreement with Best Home Protection for up to $101,383.23.

In its February 2026 City Connect, the city reported the project complete and said a Hazard Mitigation Grant covered half the cost. The work added hurricane-impact windows and doors and flood barriers around the building perimeter, hardening one municipal facility against future storms.

Two hurricanes left Anna Maria’s City Pier walkway badly damaged

The missing walkway at Anna Maria’s City Pier was one of the lasting signs of the 2024 hurricane season. Florida’s Department of Environmental Protection documented damage from Helene and Milton to the 1911 waterfront landmark and major damage to its terminal grill building. Spring 2025 inspections and financing still stood between the damage and a reconstruction schedule.

By May, the city was seeking a contractor to remove the remaining damaged walkway before rebuilding it with stronger materials. The City Pier was separate from the privately owned Rod & Reel Pier farther north, which Milton also destroyed. Both losses left recognizable gaps along the island’s waterfront.

Final T-end repairs kept Anna Maria’s pier rebuild moving

By August 2026, Anna Maria’s City Pier was expected to reopen that fall after about two years closed. WWSB reported that the rebuilt walkway used pilings said to extend roughly 50 feet deeper than the earlier repair. Businesses at the north end had felt the gap: Cool Beans owner Morgan Bryant told the station that visitors needed a reason to make the trip, while Brian Seymour said his new PIERadise restaurant would return to the pier.

The city’s remaining T-end work moved forward in September, when commissioners authorized a $436,192 contract with Southern Cross Contracting. The Anna Maria Island Sun reported that the scope included replacement public restrooms, other building repairs and roll-up doors protected by hurricane-rated shutters. Because the project replaces the pier’s permanent restrooms, a portable restroom trailer could be part of the temporary setup while that section is under construction.

An October 22 commission packet showed the work was still being adjusted: it included a draft $16,790 change order for missing roof blocking. The document labels it a proposed change, so it does not establish that the added work had been approved.

Anna Maria began clearing and regrading stormwater swales after the hurricanes

After Helene and Milton pushed sand and debris into Anna Maria’s stormwater system, the city contracted Sarasota-based C-Squared CGC to clean and regrade 11,000 linear feet of swales—shallow channels that collect runoff. In October 2025, Mayor Mark Short said crews would begin that month, prioritizing areas with serious localized flooding or swales known to limit water buildup.

Short’s initial list covered the backs of properties along North Shore, North Bay, Pine, Spring, Magnolia and South Bay. He outlined specific stretches, including North Shore from Newton to North Bay and North Bay from North Shore to Crescent.

By April 2026, the city reported the work was about 95% complete. Its newsletter named North Bay Boulevard, Spring Avenue, Magnolia Avenue, Jacaranda Road and South Bay Boulevard and said the repairs were intended to improve drainage and reduce localized flooding.
